Welcome to Horsetown, USA
Meandering the streets of Norco Hills, you won’t find many sidewalks. Instead, like a scene from a Hollywood Western, horses trot a roadside trail system spanning more than 100 miles in this quiet neighborhood that proudly embraces its rural identity. Fifty miles east of Los Angeles on the south side of Norco, this Riverside County town operates as an equestrian historic district that bills itself as Horsetown, USA, among street named Harness Lane and Stirrup Way, it’s not uncommon to see a horse and rider ambling through the Starbucks drive-thru. “Norco is kind of a unique animal,” says Mayor Kevin Bash. I think it’s because we fight hard to keep our semirural lifestyle, and we’re willing to sacrifice some of the things a lot of city folks think they want.”
As soon as you enter the town, look up and you'll see this welcome sign.
Norco Hills locals are no stranger to traveling by horseback so saddle up and giddy on.

Spanish and Mediterranean revivals on lots with “elbow room”
Local zoning regulations require homes in Norco Hills to preserve and protect the aesthetic character of the town as a rural, equestrian community. Spanish and Mediterranean Revivals from the early 2000s with ranch-style flair and stucco roofs range from $900,000 to $1.4 million. A few grand outliers even reach up to $5 million. Contemporary ranch homes with pinpoint interior details can run between $900,000 to $1.2 million Ricky Hallam, a real estate agent with Modern Dwellings Real Estate, says the neighborhood’s laidback atmosphere and proximity to I-15 are big draws. “It’s easy access to the freeway, and the community itself is really nice. It’s kind of out there and private,” Hallam says. Mayor Bash characterizes Norco as a patch of green, open space in the middle of a sea of concrete communities. Norconians fight hard to protect their way of life, pushing back against repeated attempts by the state to regulate and rein in their equestrian lifestyles—a symbol of rugged independence that permeates the community.
