This mid-block condominium, aptly named Ocean View, is set between the New York Harbor waterfront and Rosebank’s quaint retail scene along Bay Street. The North Shore road stretches to St. George, where residents can ride the Staten Island Ferry, shop at a newfangled outlet mall, catch a ball game or enjoy the area’s cultural offerings. Heading south, drivers can quickly reach the Verrazzano-Narrows Bridge to Brooklyn. In addition to striking views and an ideal location, this two-building condominium also offers a variety of floor plans. At 31 Hylan Blvd., the 14-story Ocean View Tower has studio to two-bedroom apartments. Next door, 49 Hylan Blvd., is a smaller structure offering tri-level townhouses.

Separating the two buildings is a courtyard pool with chaise lounges and a lifeguard. Residents also have access to a locker room and a low-key gym with weight lifting equipment. In the basement, there’s a bike room and storage cages for purchase. As with most multifamily buildings on Staten Island, assigned parking is available in an outdoor lot that wraps around the property. In front of the tower, a circular driveway makes for smooth drop-offs, and a 24-hour doorman attends the bright and airy lobby.
Spacious apartments and townhouses starting in the $400,000s
Because Ocean View Tower has a short and narrow profile, most of the apartments are corner units with wrap-around balconies. Every unit gets some degree of water view — those facing east have sweeping vistas of the New York Harbor, stretching from the Verrazzano-Narrows Bridge to the Manhattan and New Jersey skylines. Units were originally built with open concept layouts, windowed bathrooms and parquet floors, though renovations have rendered some apartments unique. The townhouse floor plans are not identical either, but they typically have two stories and a lofted space can be used as a second bedroom or home office. Some have second-story great rooms with soaring ceilings and skylights on one side, and the lofted space on the other. Every townhouse has a balcony overlooking the pool. As a nice perk for all residents, laundry is allowed in-unit.
In the tower, studios typically sell in the $400,000s, while one- and two-bedrooms range from $470,000 to $660,000. The penthouse unit, which has three bedrooms, two large terraces and spans over 3,100 square feet, sold for $2 million in 2021. Townhouses rarely hit the market; most recently, one sold for $485,000 in 2022.
Convenient to shops, restaurants and transit
At the east end of the block, locals will find a peaceful footpath at Buono Beach’s rocky coastline. The Alice Austen Park and House is also located at the end of the block, showcasing the life and work of the Victorian-era photographer inside her former home. Most of Rosebank consists of single-family houses, but a pocket of commerce can be found on the other end of the block at Bay Street. The sweetly decorated Bloom Cafe is a local favorite, as is Don Cheech, an elegant Italian-American eatery. Plenty of markets, convenient stores and businesses are located nearby, as well. The Staten Island Expressway and Verrazzano-Narrows Bridge are about a 7-minute drive from Ocean View, and residents can reach St. George in under 15 minutes. A ferry ride into Manhattan takes another 25 minutes. Other options for public transit include the Staten Island Railway — the nearest station is 0.6 miles from the condo — and local and express buses, which reach Midtown Manhattan in about 45 to 60 minutes.
