Cultivating change along Westport’s coast

Westport rests along the Middle Branch of the Patapsco River in Southwest Baltimore. The neighborhood’s beginnings date back to the 1700s, when most residents were employed by local waterfront businesses, like the former Carr Lowery Glass Company and the Baltimore Gas & Electric plant. The land that once housed these industrial sites has since been slated for revitalization. “We’re an affordable, historic, up-and-coming community,” says Keisha Allen, president of the Westport Community Association. “And, we have 50 acres of waterfront being redeveloped similar to what we’ve seen at DC’s Navy Yard.” Westport will undergo a lengthy period of reconstruction, though current residents have plenty of amenities in the meantime. Interstate 295 bisects the area; the Maryland Transportation Authority provides a Light RailLink into downtown Baltimore, and schools and parks are available within walking distance of most residences. Row house prices also tend to fall below $200,000, with public housing at the Westport Homes community available, as well.

Improvement plans in action

While Westport has an overall CAP Index Crime Score of 5 out of 10, scores for certain violent crimes are much higher. Many organizations and city officials have come together to combat crime and reestablish home ownership in the area. For example, the Westport Community Economic Development Corporation (Westport CEDC) focuses on improving social and financial climates in several South Baltimore neighborhoods. Founded in 2013, the Westport CEDC offers food aid resources, a small home loan program and urban planning initiatives. Interstate 295 has also historically secluded and shielded locals from economic opportunity and accessibility. The Connecting Westport to Mobility and Opportunity project has worked to incorporate more public transportation, while ONE Westport will build more affordable housing, retail and parks along the previously neglected and isolated waterfront. This development aims to bring in more activity to the area and foster a common goal of growth among the community. Families can also join the Boys & Girls Club at Westport, which provides a recreation center for children aged 6 through 12. Kids can participate in fitness programs, utilize the STEAM lab and establish relationships with trusted mentors.

Signature Baltimore row houses and renting at Westport Homes

The streets east of I-295 are lined with brick row houses with small front porches, awnings and the occasional protruding bay window. The average sale price in Westport falls around $150,000, though recently renovated units can reach about $200,000. Properties in need of rehabilitation can sell well below $100,000, starting at around $10,000. While east Westport accounts for most of the neighborhood’s residential real estate, a few homes for rent or ownership are available west of I-295. Westport Homes public housing is a popular option here for those who qualify for income-based rent.

Westport Academy works to prevent early dropouts

Baltimore City Public Schools (BCPS) serves children in Westport. Prekindergarten through eighth graders can attend Westport Academy, which earns a C-minus grade on Niche. The school has implemented United Way’s On Track 4 Success program, whose mission is to keep students enrolled through graduation. The program utilizes a data model from Johns Hopkins University that identifies behavioral patterns and attendance records commonly associated with students at high risk of early dropout. Educators can then recognize students who need additional support and resources in order to graduate. Families can choose their BCPS high school, though the neighborhood has priority enrollment for Benjamin Franklin High, which also scores a C-minus.

Getting some fresh air on land or water

Westport is situated on the tip of Middle Branch Park, known for its fishing pier and marina. The waterfront gathering space also has miles of hiking trails and picnic spots. Small outdoor spaces within the neighborhood, including the Indiana Avenue and Paca Street parks, offer plots of grass and playgrounds amidst the otherwise urban landscape. Florence Cummins Park provides a larger space with open fields and a baseball diamond. Here, residents come together for cookouts and Westport Community Day, a neighborhood celebration complete with food, bounce houses and music. Locals can also stroll along the paths of the historic Mount Auburn Cemetery, which was designated as a burial site for African American families in 1868, a few years after the Civil War.

Nearby shopping, dining and other services

While Westport offers a few small convenience stores, the adjacent Cherry Hill neighborhood has a Megamart Supermarket and the Patapsco Market. Aldi and Dollar General are also within about 2 miles. Westport locals often head to Cherry Hill for health care at MedStar Harbor Hospital, as well. More shopping options are available at Lansdowne Station, which has a Walmart Supercenter, Home Depot and fast-food spots, all about 3 miles west. While residents typically leave the neighborhood to find restaurants, Jack’s Carryout off Annapolis Road has been serving up breakfast and snowballs to-go since 1951. A few miles north on I-295 will lead to more dining options and attractions, like Checkerspot Brewing Company, the Horseshoe Casino and professional sports arenas, including the Ravens’ M&T Bank Stadium and Oriole Park at Camden Yards.

Navigating Westport’s transportation options

Access to transportation has significantly improved in Westport. “We’ve got proximity to the BWI Airport; we have our own MTA Light Rail stop, and the MARC train is just two Light Rail stops away. Our neighborhood is also surrounded by I-295 and I-95," Allen says. Westport’s location right outside of the heart of Baltimore allows residents to reach many of the city’s outlying attractions, like the airport, parks and event venues, without having to drive through downtown traffic. While the area is relatively car-dependent, locals often get around by foot on the neighborhood’s many sidewalks.
