On the western edge of El Paso’s Lower Valley, the residential streets of Shawver Park gather in rows along the U.S.-Mexico border, separated from Ciudad Juárez by the Rio Grande and the Cesar E. Chavez Border Highway. The area dates to the late 17th century, when several Spanish missions were established along the river. “Most of the land in that area was farmland, and then farmers decided that their land is worth more being used for residential and commercial development, so they’ve been selling it off,” says Charlie Clark, broker and owner of Century 21 Clark Brothers, Inc. “I’ve been here 60 years now, and I’ve seen that kind of growth.” Ten miles separate the neighborhood from downtown El Paso, but access to major highways makes it easy to get around. Glimpses of the neighborhood’s agricultural roots are still visible in J.P. Shawver Park, the green space that occupies a large band of land near the Mexican border.

Shotgun-style homes hidden behind trees

Shawver Park is a predominantly residential neighborhood, with single-family homes and apartments making up more than 80 percent of the property mix. Brick ranch-style, adobe, and shotgun-style houses occupy small lots tucked behind rows of trees. Some properties include shaded carports or decorative fencing. Homes in the neighborhood are typically priced between $150,000 and $300,000 and tend to sell quickly when they go on the market.

Swimming and shady pines at J.P. Shawver Park

The neighborhood’s namesake park occupies a wedge of land near the Cesar E. Chavez Border Highway. Ringed by stout pines, J.P. Shawver Park features a baseball field, picnic tables and a small playground. Tennis and basketball courts offer more opportunities for organized sports, and the William W. Cowan Aquatic Center, an indoor swimming facility, is also within the park.

Student life in Shawver Park

Students in Shawver Park join the Ysleta Independent School District. In 2024, the district earned the highest score for overall academic performance in the El Paso region — the third consecutive year — according to the Texas Education Agency. Pasodale Elementary School, which is right in the neighborhood, earns a B from Niche. Ysleta Middle School, rated C-plus, is a short drive south in Prado, just around the corner from Ysleta High School, which earns a B.

Sun Metro buses and Cesar E. Chavez Border Highway

The Cesar E. Chavez Border Highway, also known as Texas State Highway 375, traces the western edge of Shawver Park, leading to downtown El Paso, 10 miles north. The highway forms what’s known as the Texas 375 Loop, which traces a partial circle around the city. Buses on Sun Metro’s Mission Valley Route 61 stop in several spots on Alameda Avenue, offering service to downtown and El Paso International Airport, which is 8 miles away. The southernmost stop on the route, the Mission Valley Transfer Center, is about 3 miles away and within walking distance of University Medical Center Ysleta. It’s also close to Speaking Rock Entertainment Center, El Paso’s only casino.

Save a buck at Bronco Swap Meet

On weekends, more than 300 vendors hawk their wares at the Bronco Swap Meet, the largest flea market in El Paso, which takes place right in the neighborhood. Shoppers roam the 9-acre space in search of furniture, kitchenware, yard items and antiques. Farther down Alameda Avenue, Bronco Meat Co. is a combination deli and butcher shop specializing in Tex-Mex favorites. More Mexican cuisine is on the menu at Los Toreados, a casual sit-down joint that offers takeout and catering. Valentine’s Bakery on South Yarbrough Drive stocks the shelves with churros, doughnuts and brightly colored cookies. Two grocery options, Food King and Zeke’s Pueblo Mexican Supermarket, are about a mile south of Shawver Park.
