Improving water quality in a small South Shore hamlet
Motorboats and kayaks lashed to private docks that bob in Hewlett Bay. Expansive public parks dotted with playgrounds, a golf course and fishing piers. The waterfront is the center of life in the small South Shore hamlet of Bay Park. “I was raised in Bay Park and East Rockaway,” says Paul Conforti, an associate broker with Douglas Elliman. “Being from that area, I grew up on a boat. We’re all boaters and clam diggers, it’s just a great little community.” An active civic association and a small school district add to Bay Park’s reputation as a cozy, understated coastal village just outside of the buzzier Five Towns suburbs.
The sprawling elephant in the room, though, is the South Shore Water Reclamation Facility, formerly called the Bay Park Sewage Treatment Plant. Fortunately for residents, facility upgrades have already improved local quality of life. “When I was a kid, the treatment plant stunk,” Conforti says. “It was horrible. Now you don’t smell anything. Things have improved so much over 40 years, and even just the last 10.” Further, the ambitious Bay Park Conveyance Project is slated to improve bay water quality, bolster wildlife and bring back robust marshes that will offset flooding. The new sewage pipeline will expel treated water offshore in the Atlantic Ocean rather than into the bay.

Hewlett Bay and Bay Park recreation
Launching from the Hewlett Point Yacht Club, Woodmere Bay Yacht Club or private backyard docks, boaters rev their motors and set out into Hewlett Bay, skirting marshes and navigating the canals of the Western Bay area. Kayakers venture closer to shallow marsh water or hug the shoreline, following the South Shore Blueway along its 18-mile path from the waters of Hempstead to South Oyster Bay. Encircling the South Shore Water Reclamation Facility, Bay Park stretches along East Rockaway Channel and the bayfront in a series of playgrounds, baseball and tennis facilities, looping walking paths and more niche amenities like fishing piers and a dog park. Nearby, Bay Park Golf Course draws golfers looking for a quick round surrounded by views of the bay on its waterfront 9-hole course. Members of the Bay Park Civic Association gain access to a small beach, playground and the rentable Beach House at the end of Cooke Street. Open to all Hempstead residents, Hewlett Point Park is a hub for summertime recreation, from its swimming pool and splash pad to its sandy beach.

Bay Park’s residential blocks wind around inlets and canals, offering private backyard docks for an outsized number of waterfront houses, considering the size of the former summer-home community. Small single-family houses built in the prewar era through the 1950s, including bungalows, ranch-style homes and Cape Cods, sell for $270,000 to $630,000. Larger colonials from the same era and the occasional new build from the past 20 years sell for $560,000 to $1 million, depending on renovation levels and proximity to the water. “Bay Park is unincorporated, so you don’t pay a village tax ¬— that's unusual in this part of town,” Conforti notes. Streets are lined by sidewalks, and residential blocks are typically quiet enough for some careful bike riding in the streets. Bay Park has a CAP Index crime score of 2 out of 10, lower than the national average of 4.

Bay Park Civic Association events
Boats rocking alongside docks and orange-tinted clouds form idyllic sunset vistas on the Bay Park Civic Association’s private beach, a laid-back, natural setting for community get-togethers. Through the warmer months, the Beach House hosts Friday Night Open Decks, inviting neighbors to bring food and drinks, play some lawn games and look out over the water together on temperate summer evenings. Larger community events, like the annual Huckleberry Frolic parade and festival, take place throughout the year in the neighboring hamlet of East Rockaway.

Shopping and dining in East Rockaway
Overwhelmingly residential, Bay Park is not itself a commercial hub, but thanks to its connection to East Rockaway, small-town shopping and dining locales are within a few blocks of home. While Main Street itself is lined with a handful of restaurants, fitness centers and s CVS, dining on the East Rockaway Channel is one of the main draws to the area. Grandpa Tony’s outdoor patio allows diners to look out over waterfront boardwalks and marshes while enjoying wood-fired pizza. Lazy Lobster runs a seasonal business, drawing live music fans to their own patio for shows, cocktails and lobster rolls throughout the summer. Lidl is nearby for groceries.
For the best Mexican style food in the area residents head to Puerto Mexicana in East Rockaway.

Small class sizes at East Rockaway Junior/Senior High School
Rhame Avenue School serves kindergarten through sixth grade and earns a B from Niche, as does East Rockaway Junior/Senior High School, which serves seventh through 12th grades. “The East Rockaway district is one of the smallest in Nassau County,” Conforti says. “It’s great because everyone knows you and your kids, so there’s no slipping through the cracks.” East Rockaway High has a student-teacher ratio of 10-to-1, better than the national average of 17-to-1.
East Rockaway High School is a co-educational six-year secondary school in East Rockaway.

Taking the LIRR and Sunrise Highway into New York City
The East Rockaway Long Island Rail Road station is about a mile from Bay Park, providing a 40-minute train ride to New York’s Penn Station. Drivers head north to merge onto the Southern State and Cross Island parkways during the 31-mile ride into Manhattan.
The Centre Ave LIRR station is one of two nearby options for Bay Park residents.
Many Bay Park residents use the East Rockaway LIRR station to commute to NYC.

Flood zones on Hewlett Bay
Like many waterfront communities, much of Bay Park falls into a higher-risk flood zone. Many homes have already been raised over the years, especially following Hurricane Sandy, to help mitigate that risk and reduce flood insurance costs, but rates will vary based on distance from and height above the water.
