History of Dugdale Park
What started as farmland in the 1940s drastically changed as the Dugdale Park neighborhood of North Chicago, 40 miles from downtown, started developing. “The area started growing around 1945,” says Debbie Richards, a broker/owner with the Debbie Richards Realty Group and a lifelong North Chicago resident. “There were many people who migrated here from the South, and my father built many of the first homes in the area.” That area started to change again as an urban renewal program altered the neighborhood's landscape for a second time later in the 1950s. Today, it’s home to people who are civilian employees at Naval Station Great Lakes. While many associated with the base live on the installation, some live in the surrounding neighborhoods.
A mix of rentals and single-family homes in Dugdale Park
Rental apartments make up most of the property in the community, but there are also a few tracts of single-family homes. Split-level and ranch-style homes are priced from $150,000 to $280,000. There’s an older section of houses in the southwest corner of the neighborhood that were built in the 1950s and ‘60s, while ones built in the 1990s up to a few years ago in another section have large yards and land up to a quarter of an acre. Manchester Knolls Cooperative manages a large section of low-income apartments in the community and accepts federal housing vouchers.
Houses of worship within the neighborhood include the Christian Valley Missionary Baptist Church and the Mount Sinai Baptist Church. “That’s the second version of that church. The original one was built when the area was first developed in the 1940s and ‘50s,” Richards says.
The CAP crime score for this neighborhood is rated a 6, above the national average of 4. Some violent crimes score higher on the list than the average.

Foss Park District Community Recreation Center
The neighborhood's recreational activity centers around the indoor and outdoor fun at the Foss Park District Recreation Center. The center provides after-school programs and summer camps for young people. Adults can learn to line dance, participate in an exercise program or take a monthly trip to a nearby casino. Outside the center are several soccer and football fields and a full basketball court. The open space is used for various community events, including an annual Juneteenth celebration. Coles Park is in the northern part of the neighborhood with a playground and a walking trail that goes around a small pond and connects with a nearby luxury apartment complex. Paris Banquet Hall on Lewis Avenue is a popular place to rent out for wedding receptions and any other formal event. Further east toward Lake Michigan, there’s a baseball field and a skateboarding area at Foss Park. During hot weather, Foss Park Beach is the place to relax in the sand or take a dip in the lake.

North Chicago Municipal Buildings near the neighborhood
Public safety resources are close, as the City of North Chicago has municipal offices at the corner of Argonne Drive and Lewis Avenue. The complex includes a police and fire station and other offices like the Street Department and the Department of Economic and Community Development. Close to that is the North Chicago Public Library, which has hundreds of books, DVDs, music, and audiobooks to check out. Programs and classes include film showings and computer training.
Eleven 19 Kitchen & Cocktails
It's a short drive northeast to Eleven 19 Kitchen & Cocktails. It’s a small, laid-back restaurant that tries to replicate some unique menu options found in fancier downtown Chicago restaurants but in a more casual atmosphere. They have lobster tails, lamb chops, wings and barbecue beef ribs. About a mile south is Toby’s Tavern, specializing in southern soul food with a casual neighborhood watering hole vibe. The closest grocery stores are in the southwest part of Waukegan, about 3 miles northwest, at Aldi and Walmart Supercenter.

Two steps in the elementary school process in Dugdale Park
From kindergarten through third grade, students in Dugdale Park attend Evelyn Alexander Elementary. Niche gives the school a C-minus. Fourth and fifth graders continue to A.J. Katzenmeier Academy, which may be within walking distance for some in the neighborhood. Niche gives it a C-minus. Neal Math & Science Academy continues the C-minus grades. It has been renovated within the last few years thanks to a large donation from AbbVie, the research arm of Abbott Laboratories, one of the area’s largest employers. North Chicago Community High School gets a C grade and has an active Naval Junior ROTC program.

Pace and Metra are close by
The Pace bus stops near the North Chicago municipal building at the corner of Lewis Avenue and Argonne Drive. The train station is about a mile-and-a-half trip east to the North Chicago Metra. In about an hour, the train arrives in downtown Chicago. Commuters heading north can take the train as far as Kenosha, Wisconsin. Access to Interstate 94 is about 4 miles to the west.
Dugdale Park residents can get around North Chicago using the Pace bus system.
It’s a quick trip east to the North Chicago Metra station.
