High Desert living in the Victor Valley

Surrounded by the San Gabriel Mountains and home to less than 19,000 people, the High Desert city of Phelan is one of the smallest towns in San Bernardino County. Riverside and Los Angeles are about 42 and 75 miles away, respectively. “People come for the rural living and price point,” says Kathleen Hoffman, an experienced real estate agent and former honorary mayor of Phelan. “It’s a place you come to get away from the busy city.” Homes here generally sit on multi-acre lots that are often zoned for horses. Served by San Bernardino Sheriff's Department, Phelan has a CAP Index crime score of 2 out of 10, lower than the national average of 4. Many Phelan residents work at local companies like General Atomics, as well as the Southern California Logistics Airport in Adelanto and Desert Valley Hospital in Victorville.

Plenty of land for farming

Phelan's median home price is about $460,000, higher than nearby Adelanto's $405,000 and Victorville's $440,000, but far lower than Riverside's $650,000 and L.A.'s $995,000. Throughout Phelan, modest late 20th-century ranch-style and manufactured homes are common, as are custom-built early 2000s Spanish-style homes with sprawling floor plans. Lots are generally zoned for horses and other livestock. “Almost every home here sits on 2 and a half acres or more, and many folks raise animals,” says Realtor Christopher Jones with Titan Heritage. “You get plenty of peace and privacy out here.” Most yards are dirt-packed and plant-free, as Phelan is a desert community that sees only 4 inches of rain a year; during common periods of drought, residents are advised to cut back on their water use.

Snowline prepares students for success

Phelan is part of the Snowline Joint Unified School District, as are the neighboring communities Pinon Hills and Wrightwood. While this district includes over a dozen schools, most children in the Phelan area attend Phelan Elementary School, Pinon Mesa Middle School, and finally, Serrano High School. Niche ranks them a C-plus, B, and B-plus, respectively. Career Technical Education (CTE) is integral to Serrano’s curriculum. The CTE program gives students hands-on training in various trades. “It’s done a lot for the community,” Hoffman says. “It’s important to help these kids get ready for the working world. And a lot of people who went to school here now work in the school system.” Woodworking, video game design, veterinary science and firefighting are just a few of the courses offered.

Parks and mountain trails

The 14-acre Phelan Community Park includes picnic pavilions, a playground and a basketball court. Venturing south into the San Gabriel Mountains, there are “hiking trails galore,” says Hoffman. “There’s the Pacific Crest Trail, Big Horn Mine, Inspiration Point—a lot of people camp up there, too.” Many nearby trails allow horseback riding, as well. In winter, many locals head 13 miles away to Mountain High Resort for skiing and snowboarding.

A local steakhouse gaining traction

Grocery and convenience stores, hardware and feed stores and a handful of eateries are found along the town's main east-west thoroughfare, Phelan Road. Fast-food chains and locally owned Mexican restaurants are common, while the Western-themed Ranch Steakhouse is a standout, featured on "America’s Best Restaurants Roadshow" and known for their ribeye and signature Bloody Mary. The High Desert Farmers Market is held on the Victor Valley College Campus each Thursday. About 15 miles away in Victorville, there are national chain eateries like BJ’s Restaurant & Brewhouse, as well as The Mall of Victor Valley.

Surrounded by highways and freeways

Phelan is bordered by Highways 2 and 18, and right near Route 138 and Interstate 15 (known locally as the 15). The 138 connects with Interstate 215 to lead to San Bernadino in about 30 miles. The15 leads about 75 miles to Los Angeles. Locals are largely car dependent, but the Victor Valley Transit Agency has several bus stops along the town's main east-west thoroughfare, Phelan Road. There’s a local medical clinic in the Phelan Town Square, and Desert Valley Hospital is about 18 miles away in Victorville. San Bernardino International Airport is 35 miles away, and the Ontario International Airport is 37 miles away.
