Mixed-use neighborhood on San Pablo Bay
At the northern edge of Richmond, the Parchester Village neighborhood is a coastal suburb that appeals to outdoor enthusiasts and homebodies alike. The community is divided into several distinct areas. The housing development is near the center, and an industrial area to the south. Both are surrounded by the Point Pinole Regional Park, San Pablo Bay and Giant Highway. Founded in the late 1940s, the neighborhood was advertised as “a community for all Americans.” Occupied mainly by African Americans in its early years, today, the community reflects its original dream of a multi-cultural neighborhood. With Richmond Parkway running along the southern border, the village is 4.5 miles from downtown and 17 miles from San Francisco.

Community centers, scenic trails and miles of shoreline
The neighborhood offers a variety of activities for outdoor lovers. Parchester Park and Neighborhood Center is a popular community gathering spot with a public garden. The front of the center has a large mural painted by neighborhood residents and local artists, highlighting the connected nature of the community. “After the pandemic, we noticed parents in the neighborhood were struggling to find childcare for their middle schoolers. We decided to extend our after-school program to children ages six through fourteen in order to make it as convenient as possible for parents,” says Eric Yee, Recreation Program Coordinator for the center and longtime Parchester resident. The park also has a variety of athletic fields and courts, open space for running and a playground with climbing structures.
Point Pinole Regional Park borders the village’s western side with over 2,300 acres of marshes, lagoons and shoreline. It offers incredible views of San Pablo Bay and the San Francisco skyline. There are 12 miles of multi-use trails for hiking and horseback riding and a pier for anglers. Additionally, about 7 miles of the San Francisco Bay Trail runs through the park. Richmond has completed over 36 miles of this trail which will eventually span 500 miles along California’s shoreline.

Vista del Mar Village Shopping Center nearby
Parchester Village was designed as a purely residential community with no shopping or dining establishments, but plenty of both are nearby. Two miles away in the Vista del Mar Village Shopping Center, Richmond Kebab & Gyros has an extensive menu of Middle Eastern cuisine with halal and kosher options. Pinole Vista Crossing and Pinole Vista Shopping Center sit adjacent to each other on Fitzgerald Drive, 3.5 miles from Parchester Village. The two have an array of retailers, restaurants and grocery stores like FoodMaxx, Target, Burlington and TJ-Maxx. Ristorante Due Rose serves Italian classics like Margherita pizzas, linguine carbonara and bruschetta. Tandoor Nepali & Indian Cuisine greets customers with the smell of spices and braising meats. It has a variety of curries, biryanis and naan.

Secluded Midcentury housing development
Parchester Village is made up of 400 WWII-era bungalows and ranch-style houses of about 1,500 square feet. Many have been renovated, and the single-family homes are more affordable than many other East Bay areas. The neighborhood was developed with 5,000-square-foot lots and driveways, although street parking is still common. The Parchester Village Neighborhood Council meets every other month at the neighborhood center and is dedicated to maintaining the community. Homes sell for a median price of $500,000 after around 20 days. Prices range from $350,000 to $650,000 for a detached house.

International diplomas at Pinole Valley High
Children in Parchester Village can attend Montalvin Manor Elementary School, Pinole Middle School and Pinole Valley High School. Montalvin Elementary received a C rating from Niche and works with community organizations to provide after-school programs. C-plus-rated Pinole Middle School also offers after-school activities, including 3D printing and math tutoring. Pinole Valley High School earned a B rating and offers an International Baccalaureate Programme recognized by universities worldwide. Nearby, Contra Costa College provides associate degrees across 55 academic departments.

Major roadways and Giant Highway
Parchester Village is bordered by Giant Highway and the Richmond Parkway, the latter of which connects to Interstate 580. This is a car-dependent area because there are limited bus stops nearby, and the closest BART station is 6 miles south. The neighborhood has narrow sidewalks and no official bike lanes. However, cyclists can use the San Francisco Bay Trail along the waterfront. Train tracks on both sides flank the village. Combined with the Richmond Parkway, the area can sometimes be noisy. An 88-panel sound wall on Giant Highway helps reduce unwanted sounds and features a mural on the interior painted by community contributors honoring the neighborhood's inclusive history. The neighborhood is 17 miles from the Kaiser Permanente Oakland Medical Center or the Contra Costa Regional Medical Center, 23 miles from San Francisco and 23 miles from Oakland International Airport.
